Because they wanted to make an obviously Black character. Nothing wrong with that, I wish they'd leave her VF4 colour as her default one, it's kind of insulting to have them undo what they did for what they think "looks better".

You can get a Tropic Tan as an item in VF5. It's the same as in VF4.
