well if she did leave him atleast she left him inside rather then tied up someplace horrid..now its in the states and i am not sure what ur deal is with the animals rights rules but in canada they dont destroy shelter dogs they go to impound for 10 days and then they are adopted out to homes that are suitable

some places will not let you leave with the paperwork and make you fill it out there.
