the reason why Soundwave sounds hilarious is because they were trying to simulate how soundwave sounded in the original cartoon dub. a team of professional voice actors at Shanghai Fim Dubbing Studio was doing the original Chinese dub back in the 80s. they faced the trouble of lacking special effect equipments. It's simply impossible to do voices of characters like Soundwave and Insecticons without effects so they improvized a "singing" style to simulate the machine effects.

okay. first of all, this is actually the first "offical" chinese dub for TFtM because they skipped the movie and jumped right into season 3 back in the late 80s when it's aired in mainland China (which was about 3,4 years late). second of all, this dub version was done by people at the "Movie channel" of China Central TV. I assume they are just a bunch of TV crew not even professional voice actors and it was probably a very quicky production. So they sound "lazy" and really unprofessional.

@BritheAvannee yup you r absolutely right this is exactly what hook says. this originally comes from a fan sub version of the movie where the translator made a joke about soundwave's alt mode through hook's mouth when hook actually says "nobody would follow an uncharismatic bore like you". this "official" dub version then, surprisingly, carried along this brilliant stroke of translation. though the dub wasn't all that good, i do appreciate how they added this detail to please hardcore fans.

Megatron's scream was pretty bad, but then when Soundwave came in I couldn't contain myself. I know he's supposed to sound even more "robotic" than the others but that was just singing.
