I don't know why all the comments seem to think this is some sort of history lesson. I think obama is trying to analogue our fiscal situation to another similar one so reinforce the strategy that he thinks(whether right or wrong) will help us out of the situation we are in. The quote here was that FDR was "pretty fiscally conservative" not that he was "fiscally conservative". Being a conservative relates to ideals, not necessarily actions. Someone who is conservative could act liberal if needed.

1) FDR was not conservative fiscally or in any other contemporary definition.
2) The economy did not "look like it was growing again" until long after the New Deal prolonged the Depression.
3) WW2 did not end the Depression.
