Close. I found out it was the aspirator that sucked air up to the temperature sensor under the dash, which controls the HVAC; full of dust/junk, so i took a can of air and blew it out.
My 1987 Nyer did the exact same thing! It was like that for years and never harmed anything. I think it was worse when it was really cold out. I finally gave the car to charity when the head gasket blew (20 years old!)
Hey there, I think it does the screaming sound because the battery is a little bit low, because once the engine is running and the alternator is charging the battery, it stops. Sometimes low voltage will make electronics do stupid things.

My New Yorker makes a noise from there too, but it's not as loud as yours...it makes a gentle squeal....very gently squeals.

it just had EVA, there is a switch under the glovebox to turn it off and just have a regular chime though
