in CA, motorized bike riders must be 16 or older. it's clearly stated in the CA motor vehicle code. he'll be 16 next March. as long as he keeps his scholl grades up, he'll be able to ride after then.
hes not under age as long as the engine is not over 50cc you dont have to have a liscence or insurance. poor kid, nobody lets him ride cus there all stupid
