Yes it's important to establish good relations with neighboring countries and Russia will do it in due time. As for the world, where have you been for the past decade or so? Russia still has its influence in Latin America, Asia and Africa. China and India are both allies of Russia. It is monopolizing on global energy supply. Conflict in Chechnya is already over. As for Yugoslavia you're triumphing a little too soon, Serbia soon will start reasserting it's power in the region. And it will start with Serbian and Russian troops going back to Kosovo, they will dwarf NATO troops there. NATO is a military alliance headed by the US, its archrival-the WARSAW Pact countries (Russia's former military alliance) is GONE, dissolved! NATO is not losing ground, USSR is gone! The rest of the world are your allies? All of USSR's military treaties with its allies are practically null and void. Russia has to start from scratch to renew them.

Actually there have been several secessionist movements in america. There were black nationalist in the 1960's who wanted to form the Republic of New Afrika. These days there is the Aztlan movement in the southwest.

If they have a backer like african countries had with the soviet union they can get those weapons and have international backing.
