All consoles except the DS have sound on all cutscenes.

What happens is that you are not seeing the game itself on the PSP videos, they use a special thing to display what should be on the PSP on their PC screen and another thing for sound.

The problem is that those "emulators" are not exact and the VO is cancelled by the background music.

If you buy the game (not DS) you will hear it (JUST hear it, not same controls) like in this video.
