yea there is good karma and bad karma. you get bad karma from stealing and killing people at towns. you get good karma from helping people and doing side quests. like the more bad karma you have the less people like you and you get weapons from bad karma. and good karma people would like you and you unlock weapons too.

Fallout 3 is a Fantastic game, There are 2 (Expansion packs out for it now and Thousands of mods for the PC version). I highly recommend it. The target thing is called VATS (Vault Tech Assisted Targeting System) It is like a slow mo camera. It lets you target specific parts of your target. The percentages are your chance of hitting the target, based on range, cover, and skill level with he weapon you are using (The scoped hand gun they are using is a good gun).

their S.P.E.C.I.A.L. i think its agility or perception the higher it is the more AP you get. also small guns is prolly up above 80 and they prolly took the gunslinger perk mabe sniper perk

there wasnt infinite ap tho. when they target more than one person at a time it went down. if it all went back up after they exited tht wud b grim reapers sprint which gives all ur ap back after killing a target in vats.
