Looks like it might be three full steps, but remember the refs are watching this in real time. Traveling by definition in the NBA is listed as a two-count once the player has possession. So it would really depend on the ref and what is considered possession.
In this instance, possession was probably counted at what you would see at the 0:04 mark, and the ref only saw the two steps after that.
I'd be okay with this type of call, but what irks me is the pivot foot changes that r not called
