I think what people confuse for a wavedash is really the player's ATTEMPT at a wavedash. He short hops and midair dodges to one direction. When he lands, he L Cancels and then does it again. So it looks like he's sliding across the game.

It's pretty close to a Wavedash, but not quite.

Furthermore, titles don't exactly prove your instantly the best. There are some prominent players out there who don't go public with their skills, and whoever this Marth user was could have very well met his match. I mean, I hold the title of best in Illinois on Melee, but I've faced people who have managed to give me a run for my money. Titles can point out to someones skills in an abstract way, but not full on proof that they are truely amazing.
