I have the Hybrids Plus kit. The phev-15 is all you need if you drive less than 30 miles a day. The phev-30 works great for me since my commute is 60 miles a day.

No, the meter has not been reset. Hybrid Plus of Colorado has installed a 9KW hour battery in the car. So, I am able to charge the car up for a few hours after I drive it. Thus reducing the amount of gas that I need for the next time I drive.
