Their scores are not very reflective of scores in world competitions because the judges in China take maximum penalty marks for even small mistakes, that's why the scores are lower than they actually should be. A more accurate score is to +1 to their final score or something along that line.

The judges all do that relative same thing the world over in gymnastics. The scoe system is so complex and difficult for the sport that it is almost impossible to ever get a perfect '10' - even with the latest 'dumbing down'' of the point system.
