Nah. The Japanese seem to have this mild fascination with African Amaericans. Particularly the afros hairstyle. Nabeshin, Bobobo-bo, Afro Samurai, Mike Nunbara. The list goes on.

Keroro's Afro alter ego seems to be based on the singer of Dance Man, who Keroro dresses exactly like in the ending. Right down to the soul patch and frill on the jacket.
