if i remember correctly, the reason they were used as one character, is because they were so young (especially in the beginning) that there were limits on how long they were allowed to work at one time, so they had them trade off to play the same character.

I think having the Olsen twins double up as one character was due to labor laws. Child actors are only allowed to work a certain number of hours a day, but if you have twins being the same character you can film longer.

The Olsen twins were used to play one character because they were so young when the show started. When one kid was crying or not ready to perform, the other usually was. Twins are used a lot for younger characters in tv quite a lot.
