I think this is about everyone who goes to ask forgiveness in the church from the "father" and she's saying "yes" to her sins. And all the different people are coming in to ask for forgiveness.
I'm A religious jew,and yom kippur, the day we fast to attone for our sins, is coming up. One of the prayers is "Father, forgive us" and this reminds me of that!! I kind of wonder, because shes jewish, if she knew that prayer....... Respekt!!
I feel like the line "The floor's favorite feet are bare." may be referencing a church where all people come, but the poor (barefooted) are most cherished.
But I also think it's more like a church, to me. Everyone goes to church, but the biggest way the floor has to differentiate them is the shoes they wear. The soldiers wear boots, the nurses wear heels, but there may also be the same tones of abuse in the church as others have implied with a literal father instead of the religious father.
I think it's someone who was abused by their father (hence repetition of the word) and is contemplating forgiveness (again, repetition). Obviously, this person was (I assuming) struck so hard they hit the floor. (hence the floor heard everything.)
And when this 'abuse' happened, soldier arrived to stop the fight, civilians gathered and watched, nurses came to heal the wounded, and children were there because of their natural curiosity.
Doesn't quite explain 'floors favorite feet' line though.

I don't think this song is particularly "eccentric" compared to some other songs of hers ("Belt" much?). And maybe the repetition of some of the words may mean something to her and the song that we don't pick up on. A common theme to Regina's stuff seems to be repetition of certain words. *shrugs*
Bare feet might represent humility....actual repentance....

I agree about the children running loudly.

The [???] in the lyrics sounds like "hooves" to me... which makes no sense. Then again, lots of ReSpekt makes no sense.
