Plastic, wood fibreglass, glass... Or any other material is ok. The sound is good or bad depending on HOW the flute is made, not really on the material (even if many musicians believe this).
Let me say that your web page on making pvc whistle is a great resource. Nicely done! Really good job.
To the best of my knowledge sound is created when the air is split (fluctuates between going into and out of the hole) at the head -- not by the flute vibrating (i.e. recorder is not a guitar string). However the air column in the chamber modifies the pitch and timbre. So the characteristics of the material does matter. A flexible rubber hose will give different results than a metal tube.
In my channel you can see a pvc didjeridoo playing like one of the best eucaliptus ones. Material matters but not how and not how much we think. The important thing for wind instruments (vibrating or not) is that the material isn't porous. If material is stiff everything will sound pretty the same. The sound difference is given by the internal shape (especially the mouthpiece).

Yes... Wood sounds better than THIS plastic one... but, for a beginner, plastic is better
