The companies that received government money(GoldmanSachs,AIG,Bank of A), use the government money to create positions(buying large chunks of specific stocks) ahead of the rest of the market.

This drives the price of the stock as the rest of the market follows the stock rise, meanwhile, they(goldman/AIG) as taking short positions on the same stocks

Then, they start to sell off their positions(cash out profits) the stock drops and they make more money from their short positions

These companies also make money from the transation fees they charge the traders. once the generate enough capital to cover their loans, they pay back the loan to the government.

This has effectively "washed" the money

They generate profit directly from the loan,

The American people are paying both interest to the FED and are devaluing the Dollar through inflation
