This is 伊達娘恋緋鹿子　（だけむすめこいのひがのこ）, and the scene is お七火の見櫓の段　（おしちひのみやぐらのだん）. As in the note from the uploader, it's sometimes known as 八百屋お七 (やおやおしち).
