It's not a secret helmet. It's a bug that bungie didn't bother correcting. The base of the elite is base structure was an original elite, with an assault combination, it's both helmets meshed into one.

This is NOT a glitch, its an easter egg. Whenever i play on that level that elite is there. Yes it is obvious that it's a mix of two elite helmets, but thats intentional.
