HBK was the clear captain of this team, HBK was still the man in 1997 and Austin was just an upper mid carder, WWE teamed Austin with HBK so Austin would get more popular with the fans and get ready for the main event which Austin would eventually get after Wrestlemania in 1998 when HBK retired.
