I wouldn't say they are all dumb. But I'm certain a lot of people lack the basic tactile talent or mental understanding to guide cars safely. Sadly our economy depends on everyone driving everywhere so even totally talentless people are allowed to drive. These day's I could go from southampton to scotland using public transport in less than a day. It's the cost of development, a sad but neccessary cost.

That first guy...I would have kept an eye on my mirrors, and steered in front of him. Then I would pull to one side, and hit the brakes. Once behind him, I'd pit him and see how he handles it.

But I'm not sure that the last crash on this clip was taken from that tunnel. The Russians are notoriously bad drivers (together with the Chinese and the Americans), so it could be from any Russian tunnel.
I find it hilarious that people have enough foresight to take out their camera/phone and start filming but are powerless to stop the crashes from happening.

I think 4:51ish is in San Fran somewhere. There's a hill that got covered in a solid sheet of ice one year and you couldn't stop. In the full length vid there was a cop standing on the side handing out tickets to each car that fell into it.
