I think that Bogota has the lead on annoying traffic jams. NYC is really stressing specially trying to get through the tunnels or the bridge over to NJ
I've been to Bogota and NY. The drivers in Bogota are FAR more crazier than NYC! In Bogota they have driving restrictions. Certain license plates are permitted to drive on certain days and hours. There's just far too many people with vehicles for the streets of Bogota.
