I'm sure that the fish recognizes it by the vibrations and that those certain words along with the hand motions are what gets him a reward or whatever jackie used to train him by. Most animals don't understand the words they just recognize them because we throw them out when we are training them a certain command. Hence why they know how to do it after based on the word and they remember they were rewarded for it. Basically reward & punishment.
