The problem is.... if you make the rules too tight.... the corruption will just go up the power chain and there will more fierce violence in order to project their enterprise..... so imagine someday there was a gang of criminals that just went out and assassinated cops with high powered guns purchased from corrupt government officials. Instead of containing the criminality at a low level it just goes up the power chain and soon the military industrial complex will be corrupt.
