Well, Daft Punk did, but only from the second album which shows the incredible lack of taste of English people. The second band I recall is Modjo with their single "Lady", again please refer to my first comment.

daft punk never reached number 1, i think,thankfully, but were a terrible house band as were modjo but lets not forget that other great french artist Vanessa Paradis cough cough.

It's not about popularity or signing up with a major, it's a bit more tricky than that. I don't want to drag you in a technical debate, moreover since you don't make the difference between base line and bass line. I know a lot of British non commercial stuff BTW, but I won't discuss my taste in music here.
