Yes that CAN happen if I may tell you as an expert....if the body goes into shock due to large volume loss (blood loss) it can even happen in the best equipped ICU that one cannot get a LINE IN because they are all collapsed, so definitively someone can easily die on top the doctor did say that he was brought in to late and that the equipment was POOR...which is TRUE..so before lashing out study some medicine

Why was there no attempt at central venous access on the fellow who died? What about an intraosseous line? Where was the trauma surgeon or orthopod to deal with whatever fractures he had and control bleeding?

I imagine either the show cut these scenes out, or they didn't have those resources to begin with, but I'm not sure which is the case?

They refused to train civil servants of colour unless they were allowed to keep these high raises. Then they retired soon afterwards taking a lot of money with them. It was so bad that even white landlords in urban areas stopped taking care of their buildings when blacks moved in. The ANC even has the same white oppressors in positions of power in SA.
