They are playing for show. They are just movig pieces at random. The board is set for aesthetics. It looks good set this way. I even leave mine arranged like that sometimes when I'm not playing. The prop guy built it with scraps from an actual game called tic tac toe and a base from an old globe. If you don't have a board you can play the actual game (PARMEN) at this site. parmen.com

Basically, all Wah Chang did was to assemble a cool looking prop which would not only look nice but allow the actors to simply move the pieces around on the board and have it not look like they're just doing so at random but playing by a different set of rules for a different type of board. The Star Trek production office would have gotten far too many letters from real chess players who'd know the actors didn't know the game.
