I was making these things twenty years ago! at school, poorly accurate and can be dangerous...... some times when the ballon splits over time the bb ends up hitting you! ( my friend had a black swollen eye due to this).. a good tip is to "lube the balloon!, this can be done buy dropping two drops of everyday cooking oil inside the balloon. and for goodness sake if you must make one use eye protection!.

I used to make something similar when I was a kid using about half a foot of PVC pipe and a finger/thumb off a rubber glove. Green olives used to shoot out of sight and I broke one of my mothers statues with it.
