Why would any parent encourage there children to drink. The only answer to that is that the parent gets to be the cool parent. That is like giving the car keys to a 10 year old. Your job as a parent is to protect your kids, not handing them a permission slip to a possible addiction. I wouldn't want your kid to kill my family cause his parents gave him permission to be irresponsible. Kids don't think about the consequences like we do. Be careful what deeds you plant.

I think parents should definitely be involved in such a decision. In fact, they should be involved as much as possible in the lives of their children.
I was living in NC when I turned 18. And at that time, the legal drinking age was 18 for beer and wine, 21 for liquor. They raised the limit for beer and wine when put under pressure by the federal government (the state would have lost highway funds if they didn't raise it. True story.).
