I don't think you're right. Ron Paul acts like he could change laws if elected. The Constitutional President can't. The position was intended to be the top official enforcing the laws made by congress. Congress (Article 1) has the power to make law. The President (Article 2) has a handful of functions, but some still require approval by congress.
