At 0:39 it's not from kuroshitsuji, i think, maybe yes because I'm not very familiar with this anime but I see all pictures of this cosplayer (who is a girl, just to say^.^) and with that wig she was playing Akira from togainu no shi...so maybe somebody can say something about this?

@CielsTopHatNoJutsu I just used the wig from my Kaito cosplay (straight blue, basically). it's difficult to find wigs that actually /look/ like his hair. there are a large number of variations. Some people use silver, some use blue, some use a color in between - some use black. Depending on the outfit you use them with, all can be good.
