I level up by training with my horse, it's a great way to work on your skills to get some more perks and with excessive use can be really helpful. It works well for leveling your combat and you can even gain more block aswell as sneak and magic. So long as you don't kill your horse in the process that is. Be weary of it's health and wait for 1 hour to bring it back to normal. Repeat and your away fighting, hope this helps :)

They patched it, but you get the book from opening the dwemer cube by getting blood from all races. If you do the main quest you'll get there.
