Unfortunately, nowhere. The Fossil Fusion card and all the Fusions are not released in the TCG/OCG. However, two "Fossil" effect monsters have been released. You can get "Fossil Dyna Pachycephalo" in the Light of Destruction booster, and you can get "Fossil Tusker" in the Tactical Evolution booster.

it seems like cloudian can be special summened in any way so if anywan wants a good idea then just use foolish burial, set spear cretin, let youre opponent destroy spear cretin by battle and then select cloudian from youre graveyard and special summon it in facup attack position. HAVE FUN! XD
