Neither. The US government shot the plane down because it was headed towards the White House. They tried to cover their asses by making it seem as though the passengers did a brave deed by supposedly storming the cockpit, when the reality is the plane was shot down (which is why the field it crashed in hardly had any plane debris left)

This furthers my theory that Ziad Jarrah was not at the controls of United 93. I think he chickened out which is evidenced by how long it took for the hijackers to actually hijack United 93. It was nearly 40 minutes from the time they took off to the time the plane was hijacked. The other planes were hijacked less than 20 minutes after they took off from their respective airports.
