I have always suspected that the original complaint ( & we don't know whether it came from just 1 individual or a group) was actually a prejudice against Katy Perry personally because of her song "I Kissed A Girl (& I Liked It!)", which was very big at the time, & actually had nothing to do with any objection to her dress. I can't imagine a real parent complaining that this was too sexy for their child to see.

They made a controversy about this. She is just wearing a dress that might be a little short. But that cleavage showing is really nothing. At least she isn't borderline nipple like some cleavage showing controversy on certain shows (late night ones). And Miley Cyrus has videos on the Internet in her underwear but the conservative parents out there still let their kids watch Hanna Montana. And that's Disney, which is more embarrassing. She wears more clothes than she does make-up.
