oil, you seem to be forgetting the fact that a President cannot just send troops wherever he wants. He has to have permission from local government, and a state of emergency must also be declaired. Bush met with Nagin and Blanco to urge them to do so before Katrina hit. Nagin and Blanco failed. So if you're going to blame anyone, don't forget Ray Nagin, Kathleen Blanco, FEEMA, and so on.
