In that treaty, HK was given to UK in perpetuity (i.e. forever), in 1860 Convention of Peking added Kowloon as part of HK, also in perpetuity. In 1897 New Territory was added as leased land.
So, no, HK & KLN was never "required" to given back, only NT was.
