L.V. is not an enclosed mall, true. If my info is correct, the L.V.S.C. is what would develop into shopping centers and 'strip' malls, and 'modern' malls.

The more and more that is spent on ostentatious projects by the bored competitive ultra wealthy, means lots of jobs and money for skilled and general labor construction workers. So, if they wanna compete and build some sort of crazy Mall Island, or a Cruise Liner that is nothing but a giant mall on the pacific, It's all good. i know that mall lifestyle is not very popular 4 westerner's countries, especially Europe, they have a more ancient looking shophouses where u shop around the street,, thats why some westerners here simply do not accept largest malls are being built in Asia (SEA, Middle East, China, SKorea, etc) because a lot of people (poor, middle, high class) come there to shop. If they build it in europe i dont think they wud even know if it is a SHOPPING mall. its not part of the culture

yeah UAE's oil wont last forever and they know that. The Sheik of dubai said that the reason why they are developing their city into a great, too good to be true place is beacause they want to boost their economy through tourism. They know very well their oil would surely run out. At least they didn't drop like a hot potato like what the US is experiencing now.
