There is no chance of rehabilitation and these individuals are the most likely felon to re- offend. First Incarceration of a marijuana addict, happens in their teens.
With further funding and research, we will eliminate marijuana. Unlike defoliants in the past, those dispersed on this summers pending harvest could reduce the crop by two thirds. This is a wonder weapon in the war on narcotics. The key to winning the war on drugs is the complete elimination of marijuana cultivation in the United States. A conviction for cultivation, execution. Possession of the smallest amount or it's bi product, natural life without possibility of parole.
The Drug Enforcement Administration's new Tri - Ad method is working. Vast segments of the rural South are hopelessly contaminated from narcotics cultivation. Chemical defoliants pose no greater threat. This with the controlled dispersal of kudzu which has proven so effective at stopping soil erosion. These combined efforts are making narcotics more difficult to harvest. These areas were previously inaccessible by authorities. We have to give this time and more funding if we want it to work

When we've made the youngest child in this country vividly aware that using or possessing even the smallest amount of this narcotic they will be executed before their sixteenth birthday.
