Yes, im sure they have heard of induction... but it would not work in this case.
in order to get any power from the power line. the induction ring you would have to carry would be huge and heavy.. also it would require you to spread the 3 wire bundle by hand and attach the ring to it. Also it would require power to be flowing inside the building the power line is connected to also the amount of current and voltage you would get would be very low. induction coil set is too small
