Layers are used to seperate parts of your drawing. Text on one layer, a shape on another, etc. If you put a certain thing on one layer, say the outline of a nose, you can go back later and delete that out, etc. Think of it like taking 7 plastic transparencies, one on to of each other, with containing parts of a person's face. You can re arrange each part separately and edit each part separately without disturbing the other parts or the whole painting. Get what I'm saying?
Tablet is by, Wacom. The one I have is now an older model (ET-0405-U), it has a 4 x 5 drawing area. Newer ones are just as good - just redesigned appearance.

I'm curious as to why you use Xara to illustrate and not Illustrator. Is it because of the price difference? With Illustrator you could use the paint tool and just click and fill those areas with color. I'm not bashing Xara, I'm just curious about what is its main use.
For Xara, I suppose it was just - right place, right time, right product. I first started using Xara in, 1996 - purchased in a retail store. Price may have played an initial part in it, but because the learning curve was small and it did what I wanted and most importantly, I was able to do it - I just stuck with it.
I never used Illustrator, so I can't make comparisons from a software point to what Illustrator can't do, in which Xara can.

Make sure you buy a WACOM if you get one! They arent super cheap but theyre WAY worth it. go for it

You can try ebay, or Best Buy. Search for "Wacom." That's the tablet I use. There's various tablet sizes, but they're all good.
