Yes, It is a mod. I have the Xbox 360 version but I know there is a mod out on the internet that gives you extra races. The 'Mystic Elves' (or something like that) comes with it and you can put tatoos on them in character creation.

lol that's off "blade" i think where there is a vamp hunter and vamps can move super fast like and there is a blood god not khorne he's off wh40k anyway i used advskill in oblivion to make all my skills master and now i can jump like those vamps from underworld, thanks to master level in acrobatics also very fast with master lvl athletics :D i'm just making my character go vampire :D

well you can't do tfc (toggle free camera) like what he does in this video, it's for the PC, but if you just want to see your character, go into 3rd person view, then press and hold the right joystick then turn the camera that way, use the trigger buttons to zoom in and out

I'm not sure about the armor, but if you want your character to have the same type of hair and tattoos as him, go to tesnexus(.)com and look for the mystic elf race...this is only for PC you know?

thats basically what they already did in Oblivion with orcs and imperials, you couldn't play as them in Morrowind, or at least imperials, I can't remember if they added orcs in morrowind or not
