The governments of European countries, on the other hand, generally do have the authority to censor or even outright ban movies, tv broadcasts, etc. We can argue about whether that's a good thing, or whether it's a big deal (this censorship is usually done in response to vulgarity/violence/sex, not content, so it's relatively harmless) but it is less protection for the freedom of speech than the U.S. constitution provides.

The censorship you're referring to is not perpetrated by the government, the MPAA (a non-gonvernmental trade organization) rates movies, this can affect the commercial performance of a movie, but it's not really censorship per se (they can't outright force anyone to edit something out). TV "censorship" is performed by the networks themselves, not the government. The government can't really censor anything for the most part, that's called prior restraint and is unconstitutional.
