For one thing, there are very difficult objectives to achieve for a moon colony. One is resources such as water, salt, oxygen, and enough energy for consumption. Secondly, the moon is not protected by an atmosphere, so asteroids and radiations are deadly for the people living there.
What do we care if China puts an astronaut on the moon? We did, and what did it accomplish other than pride. We have more than enough of that already.
So President Gingrich is going to go to China and say "We want to beat you in the Space Race but we need a trillion dollars to do it ... can you lend us the money ?" .
Both candidates miss the point about colonizing the Moon. We already have the tech to use Helium 3 as a very efficient form of energy. It is so efficient that one "box car" full of HE3 can power the USA for one year. The problem is the only place we can find it in abundance is on the Moon. No corp has the capital to set up this op. Only a major gov would be able to accomplish this task. It wound make fossil fuels obsolete. That is why Russia and China are playing this card so aggressively.
