Riker commenting negatively on someone's job performance is the height of hypocracy. This is the guy who lost the flagship of Starfleet to an antiquated Bird of Prey. And don't give me the "oh the shields didn't work" excuse. The big E could have taken that Bird of Prey out had they fired more than one shot at it before running away. And don't blame Worf, Riker ordered him to fire Phasers not his customary "Fire at Will".

Starfleet Captains and an Admiral are have a meeting with him in it and then Data walks in saying he killed someone and he can't hurt a starfleet officer. Then Jellico pulls out a phaser, grabs a Admiral and starts demanding a shuttle then the Admiral shouts "Dick, YOU'RE FIRED" and Dats shoots him out an airlock.
When I first saw this episode, I thought Jellico as a heartless bastard. However, now I know that Jellico was more 'by the book' and a strict commander who got his mission done. He intentionally kept himself separate from his crew so that he could be the one that orders a man to do a suicide mission, and not worry about how they felt if it saved others.

His attitude was largely smug, superior, and completely out of line as an XO. Even when he should have calmly protested to Jellico, or at least arranged his argument down a logical line, Riker actually went on a highly emotional, ultimately disrespectful rant. He blew his top.
Jellico was brought on to the Enterprise to make hard decisions. He understood going in that Picard might not have made it. In his mind he went on to the next step in preventing war. Unlike Janeway and Chakotay, who debated like this similarly ("Scorpion" comes to mind) There isn't enough trust between these two for them to get sorted.
My favorite scene from this episode(s) that takes place on the Enterprise. Thanks for posting! It helped me illustrate a point I needed to make about my boss. :)
Let me also add that Riker's emotional outrage is understandable, given that Picard and he had served together for many years, and Jellico's clinical approach seemed to leave no room or plan for rescuing Picard Indeed Jellico seemed to already assume that Picard was dead, or soon would be, and his focus was on the broader strategic plan.
But Riker has also proven his leadership with the Borg 2-parter from long ago, and with Mr. Kolrami during the strategic games episode.
To those comparing Riker and Jellico, there are different leadership styles, and some people perform better under some styles than others.
Listen to Riker's criticisms of Jellico's authoritarian, micromanaging style. On the other hand, Riker's style won't work that well with inexperienced officers, but over time people allowed to think for themselves will find their leadership abilities sooner than under Jellico.
On the other hand, a strong leader is best in a crisis, which this was.
@nightowl8936 Look at Lower Decks. Riker is characterized by the greenest officers as a hardass. I think he can change up his leadership style depending on need. His point is valid; while in time of war the leadership must be respected, you're dealing with the flagship here, the senior officers can do their jobs extremely well if allowed to do them and given some degree of discretion.
Jellico seems to act like a complete asshole, but I'd rather serve under him than Riker.

Riker threw temper tantrums the whole time and tried to undercut Jellico. However Jellico was professional enough not to let that get in the way of picking Riker to fly a key part of the plan. He let Riker's atitude roll off, averted war and got Picard back by sticking to his plan.
Jellico saved Picard and prevented war. Jellico was a good officer.
The Jellico character was an excellent, but hard driven military officer. In reality, the character was really more of a "Captain" than Picard was.
If I had been in Jellico's position in reality, I would've relieved Riker of his duty for insubordination and confined him to the brig and NOT his quarters.
If Jellico remained Captain and Riker got another offer for command of his own I'll bet he'd take it then just to get away from him, and half the crew with him

Everyone has their own command style. In a military environment you'll see just about any method, or mindset that the profession allows. I've had my share of Picards and more than my share of Jellicos.
The important part is the results. Some commands suit themselves to autocratic and harsh leadership and others do not. It's a matter of fitting the people with the job because how do they respond?

Jellico may be an complete clot, but when it comes to diplomacy and combat he does get it right in this episode- you don't have to be liked to be a good officer.

Captain Jellico was an asshole, but he does have one redeeming quality. He got Counselor Troi into one of those form fitting space suits.

Personally I would serve under Riker in a heartbeat.
I consider him to be one of the finest officers in starfleets history.
He had his faults, perhaps emotion was one of them, but he commanded loyalty and respect wherever he went, hence his repeated offers of a command.
That said I could see jellicos point in this episode. Had it been anyone else other than Picard, most people would probably agree with him.
I think you are looking at 2 good officers here, just a major personality clash.

I agree. It comes down to a difference in method. Jellico favored a high pressure working environment, keeping everyone on their toes.
Picard tried stayed emotionally detached from his crew and fostered an atmosphere of respect and position.
