PG-13, anyone who has read the book knows that it is impossible for them to make a movie that is true to the book that is PG-13, people get ripped to shreds, have their skulls bashed in, the entire premiss of the book is kids brutally murdering each other, honestly their selling out to make money because they know that fans will see it no matter how bad it i and more fans will see it if it's PG-13.

I think you've been mistaken... In the beginning they aren't doing "sweeps" of other districts this is when a red haired girl and a boy are escaped betrayers of the Capitol. This scene is when the hovercraft comes, finds, and retrieves them. The capitol has peacekeepers (cruel cops) to watch over each district. Also when they add extra entries by choice is called a tesserae.. Just sayin'. :)
