It sure looks like a 90’s crown vic to me, the police models have and an automatic park brake release so there is NO reason not to set it every time you get out of the car, and there is a BTSI (brake transmission shift interlock) on it as well that fails in the lock position if the system breaks down, you cannot shift that car out of park without putting your foot on the brake pedal! You will break the shift lever clean off the column but the car will remain in park, Ive seen it done!
