1. Invoke a terrifying internal and external Threat/enemy (Terrorists)
2. Create a Secret Prison System where Torture takes place and where Due Process is not Followed, gulag (Gitmo and black sites)
3. Develop a Para-Military force or a thug caste. (TSA and L.E. Lawful Evil?)
