Every company that I've worked for (over the last 15 years) has an Internet Policy and "Snoop" programs to monitor internet usage. The Govt can't afford one? How about the IT depts activating the "Parental Consent" option included in every version of Internet Explorer?? It's amazing that so many man-hours are wasted on stupid stuff like this, when fairly simple remedies are already .available.

If you will not acknowledge that your perception of sexual conduct (and its presentations in whatever form) is not necessarily shared by everyone in society, then it is you who isn't accepting truth.
You might also ask yourself if a Government that imposes the will of some upon the lives of all is beneficial or harmful.
